General Meeting February 14th, 2008 at the Senior Citizens Center, Eureka, MT 59917

Meeting called to order 9:35 a.m. 
Introductions

GUESTS:
Galton Project- Betty Holder and Timory Peel were from the Murphy Lake Ranger Station and gave a short presentation on the Galton Project. A hand out outlining the project was given and is attached to the minutes. Betty urged CDC members to direct questions and comments to the Ranger District, if any CDC member is approached regarding the project. The District is happy to do presentations regarding the Galton Project to any organization. The District is looking for comments from the public and wants to have the opportunity to answer questions. Written comments are best so they can be incorporated into the planning documents directly instead of trying to write up someone else's oral comments. The Forest Service is asking the CDC to be involved and help lead the community in building capacity and facilitating discussions among the different interests groups. This is a large project that the Forest Service is just beginning to plan. They are looking for public input and information to help them plan out the Galton project. A full discussion was held about what role the CDC could play but no decisions were made. 

ACTION ITEMS: 
WEBSITE- Mike Snell is volunteering to oversee the completion of the website and will be working closely with Bob Cardana on completing the website. The cost will be $500.00 ($250 deposit and $250 upon completion) plus hosting and maintenance fees. InterBel will provide the first year of web hosting free of charge.

NEW BUSINESS:
ANNUAL MEETING- RaeLynn will be providing some information on the responsibilities of board members at the Annual meeting. The annual meeting is scheduled for March 13th at 9:30am. At that time election of new board members and the 2008-2009 officers will occur. 

COMMUNITY LAND TRUST (CLT) - Valene is working on the details of the CLT

STRATEGIC PLAN UPDATE- Updates are needed on what has been happening and what is coming up in the next year. All information needs to get to Tracy by the next meeting. 

OLD BUSINESS:
ALL ORGANIZATION MEETING- 25 people gave presentations. There was a discussion on how to get more advertising done to pull in not only more groups but public members looking to volunteer, as well as holding the meeting at a different time of year. 

PLANNING COMMITTEE- Chris Fox had sent an email with a brief update on what he has found out about the County Growth Policy Plan. 

BUSINESS PARK/INDUSTRIAL DISTRICT- The committee is trying to schedule an information meeting with the Commissioners to discuss the operation of the Industrial District. Tim Flannery and Tracy reported on their trip to Butte and Anaconda, where they gathered good information on how Butte started and operates. Dan Villa, in Anaconda has offered to review documents and assist our Industrial District. 

HOUSING- No update

NATURAL RESOURCE- Young Dodge EA and Meadows EA are out right now. The Stake Holders have passed full support on the Meadows project as the project is fully within the Wildland Urban interface (WUI). The Stakeholders have not made any decision regarding Young Dodge on the Rexford district at this time. 

TOURISM- 
· Chamber Report: Randy handed out Dept of Labor and Industry booklets on Lincoln County. The Chamber is getting new members and the Chamber Webmaster Program will be coming in to affect soon. The building campaign is moving along. Kevin Treece is working on drawings for the Depot building. The chamber met with the Board of History (BOH) and found out that the BOH has a lease with the county for the Historical Village. The BOH must get an ok from the County before agreeing to sub-lease the land to the Chamber for the depot location, if approved the depot will go where the current farm implement lean to is. The farm implement display will then move behind the current Chamber building. The Chamber will own the building and enter in to a long term lease with the BOH for the land used. Once the lease is agreed upon the chamber will be needing support from the CDC on grant applications. The Chamber is also looking for any letters of support for the Depot project. If the Chamber is not able to lease land from the BOH, then the Chamber will be looking for other locations. At this time the Chamber as ruled out a variety of locations already and remains hopeful that the lease will come through with the BOH. 
· Glacier Country: Lincoln County Tourism did a trade show in Seattle. Results from the Trade Show are that a TV station is coming to Eureka's Rendezvous to do an hour long episode on the event.

BEAR- 3 interviews were completed recently with another scheduled. The Lincoln County BEAR team has identified some county wide projects to work on including marketing and safety classes. 

INFRASTRUCTURE- No update, There was a discussion on how our infrastructure committee could assist the Town in their water and wastewater projects. 

KRDC- No update

ERDP- ERDP has been working on funding for the Town's water project, planning grants for the Industrial District as well as working with a variety of businesses and local projects. 

RC&D, EDD, & CRDC- Tracy reported that she has seen more action from the CRDC and that she thought the EDD hired a planner. There was no report for RC&D.
