Tobacco Valley Community Development Council
General Meeting January 24th, 2008 at the Senior Citizens Center, Eureka, MT 59917

Attendance: Buck Schermerhorn, Rose Kipp, Eric Heyn, RaeLynn Benson, Valene Goff, Chris Stevens, Mike Henry, Leslie Graves.


Meeting called to order 9:35 a.m. 
November Minutes motion to approve, Motion carried.

Announcements:
RENDEZVOUS- Will be taking place April 25th-27th committee meeting dates are: February 1st, March 7th, April 4th & 18th 12 pm back room at the VFW Everyone is invited to attend. There is the same group of volunteers, with a few new ones. This is the 30th Annual Rendezvous, the goal this year is to throw a regional class event. This year's event will taking place on the exact weekend that David Thompson camped out on the Tobacco River 200 years ago.


ACTION ITEMS: 
WEBSITE- Mike Snell has offered to help with the development on the CDC website. It was agreed that Mike and Bob Cardana need to get connected to go over things. Then report back to the CDC.

NEW BUSINESS:
DEPOT- the Chamber met with the Board of History to discuss moving the depot in to the historical village. It would be placed where the current farm implement lean too stands now. The farm implements would be moved behind the current chamber building. There is no official word back yet from the BOH at this time. 

ALL ORGANIZATION MEETING- the CDC was asked to approve a 150.00 budget for the meeting Eric made motion to approve Valene 2nd. Motion carried. The meeting will be taking place on February 12th at 6 p.m. sharp. In the back part of the High School Auditorium. 

OFFICERS REPORT/RECOMMENDATIONS/COMMITTEES-
Buck will email out the information. The goal is to find specific entity's to fall under the CDC's umbrella and Getting some of the other entity's to stand alone.
March will be the election of officers. Buck will be taking a leave of absence from the CDC for one year. Starting in March, He will return after the one year time frame.

Community Land Trust (CLT) - Valene and Tracy met with the school on the 20 acres north of town. Valene is working on the 501c3 papers. There will be articles going in to the Tobacco Valley News, The Daily Interlake & the Columbia Falls paper. The majority of the focus will be on affordable housing. Hope is to have it all up and running with in one year. They must be an entity in order to move ahead. There are grants available for Building and land. There will be a board of 6 people with 1/3 of the board being members that are involved in the projects. Mike Brown CLT consultant in Columbia falls wants to start one and Whitefish is already getting started. There has been talk of a regional CLT, although it may be best to stay local. Valene and Tracy will meet when there is more info available. Possibly bring the CDC in on the project for 501c3.

OLD BUSINESS:
ACTION PLAN- Each group will need to give Tracy updates so she can pool them together. All the info will need to get to Tracy with in the next couple of months.

PLANNING COMMITTEE- An email was handed out from Chris Fox with info. Housing is waiting on a response from the commissioners. There are some issues that will cause delays.

BUSINESS PARK/INDUSTRIAL DISTRICT-
Business park- subdivision- Mike called Kootenai Surveyors regarding info from Dick dryer. DEQ had not received info. Apparently Dick sent info to wrong DEQ person. The letter sent to county commissioners was forwarded on to the county attorney; He did not fully understand how the commissioner had done it. Things were up in the air. Mike will need to speak with the commissioners. The county Attorney says the board is in limbo. There is no funding for roads at this point. A plan is in the works to turn back in to a business incubator. The Ind Dist will be going to Elk city Idaho in may to view there district. Tracy and Tim Went to Butte on 1-23-08 to meet with there district.

HOUSING- A email from Skye Bennett was handed out. The Student Built house is moving along great.

NATURAL RESOURCE- Eric gave an update on boat ramps on Lake Koocanusa and fire reduction projects on both the Rexford and Fortine Districts. The Fortine District is looking into doing the Galton project which includes the Ten Lake area, recreation, fuel reduction. The Meadows Environmental Analysis has been released. 

TOURISM- Glacier Country, turning advertising over to private entities. They are spending a large amount of funds on booklets. Looking at focusing more on Seattle & Intermediate.

The Chamber Building campaign in moving along. Asking that the CDC continues to provide support on the chambers grant applications.

BEAR- Rae Lynn reported that the Eureka team members have 4 interviews scheduled. Brian Gion with the Montana Cooperative Development Center had attended on of the BEAR meetings and gave them some ideas and suggestions. The BEAR team has had its first success story with a business in Libby and is finishing up the power point to start doing presentation in order to recruit partners into the program (i.e. Financial Institutions to reference) and gain public awareness. Overall the BEAR project continues to do well.

INFRASTRUCTURE- No update, town is moving forward with annexation. Hopes that CDC does not have to "police" CDC can work on being a mediator. Lots of interests on infrastructure committee.

KRDC- No update

ERDP- Held Annual meeting and re-elected Craig to the board. 2008 grant cycle is under way with many grant deadlines to meet. Office is keeping very busy.

RC&D, EDD, & CRDC- No update

At the March meeting Rae Lynn will conduct a brief board training regarding legalities and expectations. 

Next Meeting- February 14th, 2008 Senior Citizens Center 9:30 a.m.
