Current Housing Project
The Housing committee is working on bringing the housing programs into the Tobacco Valley. The focus currently lies with low to moderate income and elderly housing and care. 

The TVCDC Housing Committee is one of the more active committees. The committee has grown from 4 members to about 11. They applied and received a $5,000 MT Department of Commerce-CDBG Planning grant to complete the Tobacco Valley Needs Assessment. The Needs Assessment identified a number of opportunities and obstacles for the Housing Committee to work on. The Housing Committee is focusing on senior housing (potential cluster development of senior housing/medical and center), workforce housing for the service providers such as police and teachers, and lower income housing. 

Over the last year, the Eureka Public Schools have laid the groundwork to begin an industrial arts program/builders program in the Lincoln County High School. The Builders Program is in conjunction with the development of a Eureka branch of the Flathead Builders Association. The High School Builders program should begin in the fall of 2007 and result in one student built house per year. This program will provide a limited amount of more affordable homes but also addresses workforce issues and builds communication/cooperation between the various contractors/builders in the area. 

One of the largest concerns for the Housing Committee is the cost of land. In order to be successful in providing affordable housing the Committee must be able to obtain land now before prices go any higher. One tool to do so is the Community Land Trust model. 

The next step for the Housing Committee is to develop a Tobacco Valley Housing Board and to start a Community Land Trust. The Housing Committee is also researching and applying for funds to conduct a Housing Plan which will give direction to the committee. 

The TVCDC was able to obtain funding to send two members to the National Development Council Housing Financing Certification Program (a 4 class program over 2 years) with the assistance of the Lincoln County Commissioners. The members of the Housing Committee have focused on building regional and state relationships and learning about the programs available to conduct housing projects. It is the goal of the Housing Committee to have on the ground projects started by 2008. 

Other concerns/opportunities that the Housing Committee has are:
  • Public services are limited to the Town of Rexford and Eureka town limits and require some updates
  • Availability of in town lots; some are currently available and would be good in-fill projects if funds can be obtained for purchase
  • Restoration opportunities with older homes and vacant buildings
  • Active Senior Citizen program which has shown interest in working towards senior housing complex with assisted living and new center
  • Whitefish and Kalispell has very active housing programs willing to share experience and assistance
  • Supported by public officials
