The TVCDC Planning Committee struggled in determining what their role in the Valley planning process. However, the TVCDC still believes that it is an important sub-committee and at this point the Committee is providing support to the Lincoln County Planning Board, which was appointed in March 2006 and charged with the following:
- Revise the Lincoln County Subdivision Regulations
- Review major subdivision applications
- Develop the Lincoln County Growth Policy
- Review lakeshore construction permits
- Address other county regulations, policies and ordinances as directed by the Lincoln County Board of Commissioners.

The Planning Board worked on revising the subdivision regulations but as the regulations were not approved by the deadline of October 1, 2006, they were placed on hold until the Growth Plan is developed and approved by the County Commissioners. The Planning Board is currently working on the Growth Policy. The analysis of the existing conditions (Resource Assessment) is completed. The members are in the process of gathering public input regarding planning in Lincoln County. A survey was distributed via the internet and through a random mailing. The Results are currently being tabulated. The Board held an open house in Libby in March 2007 and another one in Eureka in April, 2007. Similar meetings will be scheduled in Troy and other communities during the spring and early summer of 2007. The Board will continue working on the other elements of the Growth Policy including; goals, objectives and policies, implementation, action plan, intergovernmental cooperation, and review and updates.
Members of the TVCDC Planning Committee have been attending the County Planning Board meetings and continue to communicate Community information with the County Planner and Planning Board members. The TVCDC Planning Committee has agreed to help the County Planning Board by informing residents of the Tobacco Valley the objectives of the County Planning Board, the purpose of the Growth Policy and the role which planning can play in defining the future of the Tobacco Valley.
The TVCDC has also been active in the regional Comprehensive Economic Development Strategy (CEDS), a document that many of the governmental (state and federal agencies) require in order to apply for funding programs. The TVCDC was instrumental in developing the Tobacco Valley Action Plan which will be used in the regional CEDS documents and outlines priority projects for the next five years in the Tobacco Valley. The action plan's matrix is attached.
Other Concerns and Opportunities for the TVCDC Planning Committee are:
- Public perception of the County Planning process
- Incorrect information being circulated around the Valley
- Attitudes of residents about change
- Concern that zoning will limit opportunities
- Concern that not zoning will change our way of life
- Difficulties to get the public involved in the planning process
- Limited venues to educate the public
- One newspaper, no radio stations
